eBay Outlet Appears From Nowhere?

Something has just appeared as part of eBay's 'deals' page. There is now a link at the top of the page to 'outlet' which takes you to the eBay Deals Outlet.

There are shops from well known high street and online retailers, supposedly offering great deals on branded items, with 'great returns policies' listed as one of the many so-called benefits.

There have been no announcements about this new feature as yet, suggesting that someone at eBay has pushed a button too early, or this is another site glitch.

eBay 99p Listing Update

As eagerly anticipated, an eBay representative has given us an update on plans to tackle the problem of free 99p listings for private sellers, being abused.

"As promised, I’m back to share some news on promised action we’re going to take to rebalance the marketplace and optimise the buyer experience.

Some sellers are taking advantage of our private seller 99p auction pricing to list very large quantities of short duration auctions. Sellers who actively target European buyers need to comply with EU consumer protection laws, and so any of these sellers who are buying to resell should be registered as businesses regardless of where they reside.

The vast majority of sellers who are unbalancing the marketplace are based in Asia-Pacific countries. Through our customer support agencies we have contacted many and explained to them their legal obligations when selling into Europe. However, we have seen communication alone is not sufficient to control the problem effectively, and so we are introducing a blanket cap on the number of live listings private sellers based in these countries can list on European sites at any one time. This cap will come into effect early next week. Sellers who hit the cap will receive dual-language notices explaining the laws around business trading into Europe and links to register as a business, and will not be able to list new listings beyond the cap limit.

We will not be publishing the level of this cap in order to prevent seller gaming. However, I’d advise that it has been designed so that we can adjust it quickly to ensure we effectively minimise this problem seller behaviour. Note that business-registered sellers based in these Asia-Pacific countries will be unaffected by this cap and may continue to sell into Europe as they do today.

There is some evidence of UK based private sellers also abusing the 99p auction pricing, but this is a far smaller group, and is complicated by the large number of high volume collectables sellers who are genuinely of private status. We will not therefore be introducing a similar blanket live listings cap at this time for UK sellers, but have instead created a new process to monitor high volume private sellers and require them as appropriate to register as business sellers or be blocked from selling. You may already be seeing the benefits of this work on the site as it has been operational for a few days.

Please note a couple of additional points:

1. When sellers are required to upgrade to business status, they are given a week to comply before they are blocked from selling. This is to ensure they have sufficient time to acquaint themselves with the laws they need to respect, the functionality eBay provides to support their obligations, and can adjust their listings, pricing and return policy as appropriate.

2. When a seller upgrades to business status, only listings from that point forward will show ‘Registered as a Business Seller’. Listings made prior to the upgrade point will not be affected, and will be allowed to complete normally. Should those same listings be revised or relisted, they will pick up the ‘Registered as a Business Seller’ label."

This is taken directly from the eBay UK powerseller discussion forum. While it's a good start, I still feel more is needed to prevent UK sellers who are obviously operating as a business and taking advantage of the provision for free listings for private sellers.

Update on 99p Sellers 'Soon'

An eBay representative has just posted the following announcement.

"Hi everyone,

There has been a lot of concern voiced by UK sellers on this board recently about the sharp increase in auction listings driven by some overseas private sellers. I wanted to come onto the boards to acknowledge this concern, and let you know that we are taking steps to address this.

One of the great things about eBay is the fact we have a global platform – enabling buyers and sellers to trade anywhere in the world. This in turn gives us a rich and diverse offering to buyers and benefits everyone. However, we need to make sure we keep the marketplace balanced and provide a predictable environment for our sellers to trade in. This is not always an easy thing to do, and occasionally things can go out of balance – making it harder for buyers to find the items they really want, and for sellers to properly compete for sales. In some categories on ebay.co.uk, this has happened and we will sort it out.

I will share more details in the coming days on what we plan to do and when, but wanted to take the opportunity to post directly to members on this board who have been discussing this problem recently, and reassure them that decisive action will be taken."

I look forward to hearing more about this one.
